GENERAL STATEMENT OF DUTIES:

Under the general direction of the Human Resources Manager, performs responsible, complex, and specialized technical and analytical personnel work in the recruitment and selection of employees, the maintenance of job descriptions in accordance with accreditation standards, and other work as required. This position exercises general direction and supervision over a matrix of law enforcement specialties for the completion of special projects/assignments and during the implementation of practices. This position is distinguished by the responsibility to screen, interview and process applicants.

EXAMPLES OF ESSENTIAL FUNCTIONS:

The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required:

  • Assists in developing, implementing and administering a Recruitment Plan for the Agency, which will establish goals for employment, development and promotion while ensuring fair, legal and consistent hiring processes are followed
  • Assist with recruitment strategy development including continued diversity recruitment strategies. Identifies, develops and maintains contacts in the community to ensure the Sheriff's Office actively recruits minorities and women.
  • Reviews assessment processes, researches new process techniques and recommends changes. Ensures all processes are validated.
  • Prepares preliminary recruitment plans for filling position vacancies; writes and places advertisements; prepares written job announcements, including in-house announcements.
  • Collaborates with hiring managers to develop interview questions related to job specifics as well as ensuring legal compliance.
  • Evaluates, prescreens, and conducts phone interviews with candidates and recommends qualified candidates to hiring supervisors
  • Communicates with applicants regarding status of application, employment requirements, examination processes, reasons for disqualifications; may assist with background and reference checks
  • Arranges for qualifications appraisal panel interviews including participating in the selection of interviewers, and determining the dates, times, and location of the interview; certifies and maintains eligible lists.
  • Investigates, analyzes, and documents duties and responsibilities of general, unusual, or specialized positions and works with Compensation to determine job classifications.
  • Utilizes job analysis questionnaires to develop and update job descriptions in accordance with accreditation standards ensuring accuracy and legal content.
  • Conducts job description audits to ensure up-to date job description files in accordance with standards and collaborates with managers on applicable job description updates/maintenance.
  • Conducts special studies and projects; prepares reports relative to a variety of personnel program activities; may serve in a staff capacity for a variety of formal and informal committees.
  • Prepares training materials for employee development and assists in conducting training; prepares reports, manuals, articles, and correspondence; maintain records, logs and files.
  • Conducts new employee orientations.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of the rules and regulations, policies and procedures of the Agency.
  • Knowledge of the principles and practices of human resources, federal and state employment laws and regulations, job classification, compensation and analysis, employment, and employee relations.
  • Extensive experience in human resource information systems.
  • Ability to make difficult decisions that are critical to legal processes for recruitment, hiring and promotions.
  • Ability to work independently and set priorities.
  • Ability to interact well with a diverse population and levels with outstanding interpersonal and communication skills.
  • Ability to operate computers and commonly used computer software programs, as well as any other standard office equipment as required by position.

  • Constantly use eye, hand and finger coordination enabling the use of automated office machinery and writing utensils.

  • Spends 80% of the time sitting and 20% of the time either standing or walking while in the field or office.

JOB-RELATED CONTACTS:

Contacts are with individuals within the Sheriff's Office, with other Departments/Organizations, elected officials and the general public. This position requires the ability to work effectively during contact with superiors, subordinates, employees, applicants, and the general public. Information provided is of a complex nature relating to a variety of issues. Frequently has personal contact with the public. Personal contact with an inmate or arrestee is normally a single occurrence. Hand-to-hand exchanges of documents, money, personal property, clothing and other items may be required. Face-to-face verbal communications between the member and an individual is required, but is mainly singular. The incumbent is accountable for the results of the contacts. The member's anticipated contact with blood, body fluids or other medical hazards are rare. The member should have adequate time to take precautionary and protective measures.

WORK ENVIRONMENT:

Work is performed in a standard office environment, with occasional trips outside the office for meeting, travel to other facilities, etc. May require working nights, holidays and weekends.

BIO-HAZARD NOTICE:

This position has been determined to be a MINIMAL exposure risk to "biohazards" including, but not limited to, viruses, toxins, and blood-borne pathogens, such as HIV/AIDS (human immunodeficiency virus/acquired immunodeficiency syndrome), HBV (hepatitis B virus), and air-borne transmissions of TB (tuberculosis). 401(a) DEFINED BENEFIT RETIREMENT PLAN:
Arapahoe County Sheriff's Office employees participate in a mandatory defined benefit program designed to help employees establish a source of income for retirement years. Through the Plan, eligible employees must set aside 9.00 percent, which is subject to change in the coming years, on a pretax basis of which the County matches at 9.75%.  The County also contributes 6.2% to Social Security.

REQUIRED EXAMINATIONS:
The screening process for any position within the Sheriff's Office may include written test(s), an oral interview, skills test(s) and/or other selection methods designed to measure applicants' ability to perform the essential functions of the job they are seeking.

Additional required tests/examinations also include:

  • Typing Test: 35 WPM or faster corrected
  • eSkill Test (or equivalent)
  • Phase I Suitability Exam
  • Polygraph Examination

Additional screening may include:

  • Psychological Evaluation
  • Medical Examination, including a drug screen
  • Background Investigation - This will include, but is not limited to, contact with the applicant's former employers, associates, neighbors and other pertinent sources. Applicant's military history, school records, police records and driving record will also be investigated. All examinations are conducted by qualified/licensed individuals designated by the Sheriff's Office at the Sheriff's Office expense.

EXPECTED DURATION OF THE APPLICATION PROCESS: 
Due to the nature of the application and selection process for the Sheriff's Office, applicants can reasonably expect the application process to take a significant amount of time to complete before a decision is made to hire or not to hire. Typically, it takes approximately six (6) to twelve (12) weeks from the date of application to complete the entire selection process. The length of time it takes to complete the process can vary depending on a variety of factors. Please note that this is an estimated duration of the selection process.

WORK SCHEDULES:
Employees are required to work the time periods and/or shifts, rotational and/or stationary, and location assignment, consistent with the needs of the Sheriff's Office.

DUTY ASSIGNMENTS:
All applicants hired by the Sheriff serve at the pleasure of the Sheriff of Arapahoe County and may be assigned to any of the agencies bureaus, sections or units at the discretion of the Sheriff or his duly appointed representative. Employment is at the will and pleasure of the Sheriff, per Colorado State Statute: 30-10-506. Written policies and other manuals do not alter the at will status of employment.

INITIAL STATUS PERIOD OF EMPLOYMENT:
Successful applicants are subject to an initial status period of employment. This initial status period is twelve (12) months for all positions. The initial status period is regarded as part of the applicant's examination process and will be utilized for purposes of employee evaluation, training and adjustment to the demands of the profession. New employees, who fail to perform satisfactorily during the period, may be separated from the Sheriff's Office, depending on the circumstance of each case.

POLICY ON REAPPLICATION:
Applicants who failed a written test may reapply and retest no sooner than three (3) or six (6) months (position dependent) from the date they took the written test. Applicants who failed an interview may reapply and retest no sooner that six (6) months from the date they received notification of non-selection.  All other applicants who are disqualified can reapply with the Sheriff's Office no sooner than one (1) year from the date of notification of non-selection.
