GENERAL DESCRIPTION OF JOB:

The Personal Property Supervisor oversees and trains the Personal Property and Oil and Gas sections of the Assessor's office. Appraises all personal property and oil and gas equipment in Arapahoe County by discovering, listing, classifying, and valuing properties. Defends property values based on state laws and guidelines. Maintains property records according to state rules. Conducts field appraisals and internal audits in designated areas. Ensures compliance with state deadlines and county policies.

DUTIES:

  • Supervise Personal Property Appraisers and clerical staff in complex field audits, appraisals, and valuation analysis for all businesses in Arapahoe County. Oversee workload, assign tasks, develop procedures, and create training manuals. Manage hiring, performance evaluations, coaching, and disciplinary actions.
  • Utilize office software and equipment to manage information and assist customers. Prepare reports and ensure timely completion in line with regulations and objectives.
  • Assist in developing, implementing, and evaluating policies and procedures related to personal property and oil and gas valuation. Ensure compliance with Colorado's annual audit policy and support state audit requirements.
  • Appraise oil and gas production equipment and assign values to counties as required. Train staff on procedural changes, laws, and appraisal techniques using various reference materials. Evaluate new software and procedures.
  • Classify personal property and calculate assessed values based on declaration schedules and Colorado statutes. Maintain information using appraisal software and ensure staff are trained on its use.
  • Monitor and review the work of subordinates, inspecting business locations and equipment for income production and using building permits for discovery. Coordinate with analysts for state audit compliance.
  • Discover new businesses, closures, ownership changes, and relocations in assigned areas using various sources. Research new businesses for equitable valuation and create accounts in appraisal software.
  • Assist in reviewing taxpayer abatements and calculate value and tax changes. Support staff in the abatement process.
  • Prepare and present appraisal reports for abatement/valuation hearings before various boards and courts. Consult with Assessor staff and the County Attorney's Office on litigation matters.
  • Attend and conduct appraisal-related seminars and workshops.

REQUIREMENTS:

Skills, Abilities and Competencies:

  • Comprehensive knowledge of existing assessment laws and regulations as they apply to appraisal techniques and valuations; ability to apply laws and regulations to property assessment.
  • Working knowledge of computer programs related to position as well as Microsoft Office programs preferred. Knowledge of general office procedures.
  • Ability to read and interpret maps and legal descriptions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relationships with supervisors, other employees, property owners, professional representatives, other governmental entities, contractors, developers, assigned personnel and the general public.

Education and Experience:

  • Bachelor's degree in accounting, finance, economics, business administration, construction management or a related field.
  • 5+ years of personal property appraisal
  • 2+ years of supervisory/management experience
  • Certified General Appraisal Licensure
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

 

Pre-Employment Additional Requirements:

  • Completion of Colorado State Division of Property Taxation "Appraiser II" and "Appraiser III" courses or equivalent required.
  • This position requires possession of a valid driver's license and safe operation of a county vehicle.
  • This position requires successful completion of pre-employment background and motor vehicle checks.

WORK ENVIRONMENT:

Work is generally confined to a standard office environment. May require occasional trips in the field with exposure to weather elements and hazards associated with new building construction or land site development.
