GENERAL DESCRIPTION OF JOB:
The Human Capital Management (HCM) Analyst role calls for an individual who support the overall Human Resources technology strategy to provide the most efficient work processes for the County. This individual is not only knowledgeable in Human Resources operations, processes, polices and practices, but who also understands all the complexities of the HCM. This individual is responsible for maintaining these information systems and making alterations as necessary. The HCM Analyst is responsible for ensuring that the Human Resources systems are meeting the needs of the County, making changes, recommending improvements, and handling vast amounts of data. This role provides key workforce metrics to assist County making strategic data-driven decisions.
DUTIES:
- Develops documentation for processes, procedures and configuration; and translates end-user requirements into functional requirements, report and program specifications. Reviews requirement documents with business owner to ensure accuracy of configuration needs and ensures configuration meets requirements.
- Reviews current status of HR system applications, configuration and functional capabilities, and prepares recommendations for system improvements. Serves as project team member on any enhancements or changes to the system(s). Interacts with subject matter experts in departments/offices and is responsible for project documentation.
- Corrects HR system issues through configuration, testing and table updates. Serves as lead on HCM system pushed quarterly and year-end updates.
- Creates workforce reports for end-users from provided requirements. Ensures the appropriate approvals are in place to protect data within a report. Responsible for creating complex reports and dashboards for HR teams and leadership as needed.
- Develops in coordination with the SAP Support team stategies for SAP based on business direction set by HR leadership. Provides summary reports of pertinent information to management for use in strategic decision-making and scorecard management.
- Provides second tier Learning Management System (LMS) support to Learning and Development Program Manager, including but not limited to content creation and upload, problem solving system issues, updates, and table maintainence.
- Ensures that HR data is captured, recorded, modified and/or updated in the relevant systems and/or files. Ensure that confidential data is maintained in a secure manner. Proficient in running various reports for audits and keeping the data clean and maintaining integrity of the data.
- Monitor and maintain production and related systems’ inbound and outbound integrations, files and interfaces.
- Completes required compliance reporting submissions for 1094-C, 1095-C, EEO-4 and others as required.
- Serves as a HCM cross role backup, willing to do the Specialist’s essential functions and able to do some of the HCM Supervisor’s essential functions in the absence of either role.
REQUIREMENTS:
Skills, Abilities and Competencies:
- Knowledge of Human Resources functions and ability to match HCM solutions to business need.
- Excellent written and verbal communication skills, along with understanding big picture impact.
- Experience with Human Resource databases, including but not limited to configuration, table maintenance, data mining and report creation.
- Skills in recognizing, investigating and analyzing a variety of operation and administrative problems and the ability to develop alternatives and appropriate solutions.

Education and Experience:
- Bachelor’s degree in Human Resources, Computer Science or related field
- At least 8 years of relevant experience in HCM or Human Resources Information System (HRIS); and 5 years in reporting experience from HCM or HRIS preferred
- SHRM-CP or PHR preferred
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
