GENERAL DESCRIPTION OF JOB:

The Contracts and Business Analyst collaborates and supports the execution of contracts, tracks, and maintains information regarding legislation that impacts department operations and serves as process administrator of all department policies and procedures. The position performs high level operational and business research and analyses and provides recommendations.

DUTIES:

  • Plans, organizes, and drives implementation and coordination of various special projects, contract administration, programs and services involving diverse business operations under the direction of the Finance and Administrative Division Director.
  • Confers with other departments, officials, consultants and explains contract process, policies and procedures, business processes and procedures.
  • Coordinates, advises and directs activities concerned with contract approval process for the Public Health Department.
  • Works with County Attorney for final documentation of all department contracts before final approval is achieved.
  • Tracks and maintains records on all department representatives legislative and policy outreach.
  • Serves as the administrator for department policy development, finalization, placement and employee accessibility as well as maintenance of division policies, procedures, rates, rules, regulations, forms, notices and webpage content.
  • With Finance Purchasing, facilitates and acts as point person for department’s Request for Proposals.
  • Prepares and presents complex financial data in a clear, understandable, logical manner for presentation to staff, senior management, constituents, and the Board of Health.

REQUIREMENTS:

Emergency Preparedness and Response

  • Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.

  • Maintains active, working knowledge of current principles of computerized accounting, budget development and systems, process management, business office operations, government financial analytical applications and practices, critical thinking, and problem-solving skills.

Education and Experience:

  • Bachelor’s degree in accounting, finance, business, or related field
  • 5+ years experience in governmental accounting or finance
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered

 

Preferred Education and Experience:
Masters Degree

 

Pre-Employment Additional Requirements:
Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

WORK ENVIRONMENT:

Work is generally confined to a standard office environment.
