GENERAL DESCRIPTION OF JOB:
The Budget and Financial Analysis Manager oversees all facets of developing, monitoring, and modifying of the annual budget, as well as financial analysis and reporting for all activities related to the Public Health Department financial operations. Presents strategies to optimize Federal and State funding for Public Health programs while ensuring all funds available to the Department have been reviewed for affordability and appropriateness. Supervises Accountants, Budget Analyst, and Program Specialists who perform a variety of duties related to the reconciling, reporting, and auditing of financial information for the Department.
DUTIES:
- Manages and oversees Department budget development and modification by collaborating with managers on budget development and/or modification to plan for and identify business and capital needs, forecast revenues and expenditures, determine funding sources for projects and programs, and conduct feasibility studies. Assists in presenting and providing support and justification of the proposed budget and/or budget modification to the county’s Executive Budget Committee and Board of County Commissioners.
- Oversees the preparation of the monthly financial reports which detail current and future financial performance using a variety of resources including county and state financial systems and historical economic data. Presents monthly financial report to the Executive Management Team and responds to any questions. Also presents analyses and forecasts related to the financial and budgetary activity and performance to support decision making and strategic planning.
- Oversees various County, State and Federal audits including the coordination and/or delegation of duties related to the research and gathering of accounting transactions and documents for review. Responsible for responding to the auditors regarding any questions raised during the audit and following through with results. Oversees internal accounting processes and procedures for propriety, necessity, and areas of improvement.
- Performs supervisory responsibilities including developing performance plans, monitoring performance, and performance evaluations that support the strategic plan of the division and the department. Oversees hiring, professional and career development, selection, promotion, and recommendations for demotion and termination.
- Manages staff workload, and evaluates work of staff to ensure efficient, accurate and timely processing and completion of all financial functions within the Finance team. Provides instruction and guidance on researching financial issues, building efficient job processes, and teaching staff reconciling and analyzing processes of federal, state and county funds.
- Actively participates and represents the County in various State and County Allocation work groups, data scrub work groups and other committees to better understand the future of Human Services funding and to advocate in the best interest of the Department and its clients. Prepares detailed fiscal analysis for the director relating to potential changes to allocation formula(s) and the impact on the department budget.
- Communicates with Department Director, Deputy Director, Division Directors, Division Managers, and other appropriate stakeholders timely and accurately to inform them of fiscal changes that could potentially impact any Public Health programs. Prepares and presents analysis of implications for the proposed changes and make recommendations, as necessary.
- Monitors legislative actions that could have a fiscal impact on the Department and prepares ad hoc financial reports or other illustrative documents for the Director, Deputy Director, Division Directors, Division Managers and other appropriate stakeholders to aid in decision making and forecasting potential budget impacts.
- Participates in trainings and meetings to enhance knowledge of all Public Health programs in order to serve as a subject matter expert regarding the related funding sources.
REQUIREMENTS:

- Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.
Skills, Abilities and Competencies:
- Knowledge of the principles of specialized accounting areas such as governmental funds, grants, debt service, capital assets, internal controls, and risk management: Generally Accepted Accounting Principles (GAAP); Governmental accounting concepts – familiarity with the pronouncements of the Governmental Accounting Standards Board (GASB), Governmental GAAP, American Institute of Certified Public Accountants (AICPA), OMB Super Circular.
- Ability to prepare comprehensive financial statements, footnotes, and special reports with knowledge and competency in the use of PC software, county and state computer systems such as, Excel, Word, Access, or the ability to learn these applications and any other appropriate applications.
- Ability to analyze complex financial transactions and accounts, explaining relevant trends and resolving any errors, as well as the ability to analyze programs/procedures and make necessary changes as appropriate.
- Ability to direct and evaluate the work and performance of others; ability to work accurately, independently, and in an organized manner. Must have ability to set and monitor priorities to meet many deadlines.
- Excellent management ability in a diverse, team/work-group environment, as well as the ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with department heads, contracted auditors, consultants, financial institutions, professional peers, supervisors, other employees, and the general public.

Education and Experience:
- Bachelor’s degree in Accounting, Finance, Business Administration or a related field
- At least 5 years of general finance experience
- At least 2 years of supervisory/management experience
- At least 2 years of Public Health accounting experience.
- Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
Master’s degree in Accounting, Finance, Business Administration or a related field
Pre-Employment Additional Requirements:
- Must successfully pass pre-employment criminal background check.
- Will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.
